Will the Tobu Tojo Line Change to a Simplified Timetable with 6 Limited Express and 6 Local Trains per Hour During Daytime?

Tobu Railway changed the daytime service pattern on the Tojo Line in the timetable revision of March 15, 2025.

In this revision, 2 out of the 4 Semi-Express trains per hour during the daytime were upgraded to Limited Express trains. As a result, the maximum interval between local trains arriving at/departing from Ikebukuro during the daytime has widened to 10 minutes.

By now, the Tobu Tojo Line could sufficiently operate with just 6 Limited Express and 6 Local trains per hour, similar to the Tobu Isesaki Line or the Seibu Shinjuku Line.

Furthermore, considering that JR East and Seibu Railway have applied for fare revisions effective March 2026, it is highly likely that Tobu Railway will also apply for a fare revision. When applying for fare revision approval, reducing power costs is a requirement; therefore, it is highly probable that services will be reduced on the Tobu Tojo Line, which has excess seat capacity during daytime hours.

Consequently, in the Tobu Tojo Line timetable revision scheduled after March 2026, daytime service reductions are likely to be implemented, potentially changing the pattern from the current 6 Limited Express, 2 Semi-Express, and 8 Local trains per hour to a simplified pattern of just 6 Limited Express and 6 Local trains per hour.

Will Through-Service to the Subway Revert to Local Trains Only?

In conjunction with this, the Tobu Railway timetable revision after March 2026 might also involve changing the service type of trains operating through to the Tokyo Metro subway.

Originally, the through-service trains from the Tobu Tojo Line to the subway were only local trains stopping at all stations, and this remained the case even after the Tokyo Metro Fukutoshin Line opened on June 14, 2008. However, when through-service began with the Tokyu Toyoko Line via the underground Shibuya Station on March 16, 2013, the through-service trains between the Tobu Tojo Line and the Fukutoshin Line were changed to Rapid Limited Express.

However, since passenger numbers are higher for services terminating/originating at Ikebukuro compared to those running through to the subway, residents along the line would prefer Limited Express trains to provide the through-service. Additionally, Rapid Limited Express services are more susceptible to cancellation during timetable disruptions. Also, although Tobu Railway began limited through-operation with the Sotetsu Line (using only Tokyu trains) following the opening of the Tokyu Shin-Yokohama Line on March 18, 2023, the Sotetsu through-service trains operate as local trains stopping at all stations on the Tojo Line.

Based on this, the daytime operation of Rapid Limited Express trains providing through-service between the Fukutoshin Line and the Tobu Tojo Line might be discontinued, possibly reverting to Local trains only.

Will 2-Car 10000 Series Trains Debut on One-Person Operation Services between Shinrin-Kōen/Ogawamachi and Yorii?

Furthermore, in the Tobu Tojo Line timetable revision after March 2026, there is a possibility that the one-person operation trains between Shinrin-Kōen/Ogawamachi and Yorii will be gradually replaced from 4-car 8000 series trains to 2-car 10000 series trains, coinciding with rolling stock renewal.

This move is apparently intended to reduce the number of cars in operation.

Conclusion

This prediction for the Tobu Railway timetable revision after March 2026 suggests that, alongside the replacement of one-person operated 8000 series trains with the 10000 series, there is potential for reducing the number of cars per train on lines like the Isesaki Line and the Tojo Line. Additionally, there is a possibility of introducing 3-car 10000 series trains for the Isesaki Line.

We will be watching closely to see what kind of timetable revisions Tobu Railway implements in the future.
